What is a "Specialized, Refined, Distinctive, and Innovative" Enterprise?？

Fengtai District's "specialized, refined, distinctive, and innovative" enterprises refer to small and medium-sized enterprises (SMEs) that meet the criteria outlined in the National Standards for the Classification of Small and Medium-sized Enterprises (Ministry of Industry and Information Technology, Document No. [2011] 300) and possess the characteristics specified in the Guidance on Promoting the Development of "Specialized, Refined, Distinctive, and Innovative" SMEs issued by the Ministry of Industry and Information Technology. These characteristics include:
